Horizon Ottawa registers as third party advertiser for Ottawa municipal election

OTTAWA - On Monday, August 17th, Horizon Ottawa registered as a third party advertiser for the 2026 municipal election. This allows the organization to spend up to $25,000 on advertising that promotes, supports, or endorses a candidate.

Horizon has identified three key races where the organization hopes to unseat incumbent councillors in favour of more progressive candidates. The targets for these campaigns are as follows:

  • Tim Tierney, Beacon Hill-Cyrville
  • Matthew Luloff, Orléans East-Cumberland
  • Allan Hubley, Kanata South

The three incumbent councillors targeted by the campaign were found by Horizon Ottawa to have received upwards of 70% of their 2022 campaign contributions from donors connected to the development industry and involved in several other bad decisions:

  • Tim Tierney was charged by the OPP for corrupt practices following allegations that he tried to bribe an opponent to drop out of the race in 2018. He is one of the most uncritical voices on council when it comes to decisions affecting the profits of big developers. 
  • Matthew Luloff has supported fare hikes, transit route cuts, and a return-to-office for municipal workers, all of which have significantly impacted Orléans commuters.
  • Allan Hubley was Chair of the Transit Commission and entrenched in the withholding of LRT testing information in the 2018-2022 term of council. He has also been a poor representative for Kanata, only ever speaking up to vote along with the Mayor.

Horizon will also be targeting Mayor Sutcliffe with advertisements reminding voters of his agenda of cuts and corporate handouts that has left critical services like public transit in crisis. 

“Our members are sick and tired of corporate developer-friendly candidates dominating the field in every election.” said Tom Ledgley, Coordinator of Horizon Ottawa. “Projects like Lansdowne 2.0 and Tewin were championed by councillors who are bought and sold by the development industry. How are we supposed to trust the money for these projects is actually being spent in the public interest?”

As in previous elections, Horizon Ottawa is calling on all candidates to refuse any and all developer-linked donations and to release their list of donations over $100 before election day so residents can see who is funding their campaigns before voting.

Horizon Ottawa has also put forward a draft list of candidate recommendations and endorsements for approval by their membership. This information will be released in the coming weeks.
